See the template in the Template Library, but only if the template is published.
View the published revision of the template.
Template Launchers
The launchers of a template are permitted to:
Launch the template, but only if the template is published.
Template Owners
The owners of a template are permitted to:
See the template in the Template Library, even if the template is not published.
View the published AND DRAFT revisions of the template.
Launch the template, but only if the template is published.
